Foreign affairs is not a subject of the State list. The Constitution of India provides for distribution of powers between Union and State governments. The Union List includes subjects of national importance on which laws are made by the Union government. Some of these subjects include defence, banking, foreign affairs, railways, atomic energy etc. The State list includes subjects of state and local importance upon which the State government is authorised to make laws. Some of these include agriculture, police, land, liquor etc. The Concurrent list includes subjects where both the Union and the State government is authorised to make laws. However, in case of dispute between them, laws made by the Union government prevails. Education, forests, adoption and succession etc are included in this list.
