Panchayati raj institutions (rural) and municipal institutions (urban) provide local-level governance. The term "institutions of local self-governance" refers to municipal and Panchayati Raj institutions. The three-tier Panchayati Raj system, which includes Zila Parishad at the district level and village panchayats at the village level, was proposed by Balwant Rai Mehta. Every State is required to establish three different types of municipalities under Article 243Q. For places transitioning—that is, moving from rural to urban, a Nagar Panchayat is used. The " Governor " will determine the three locations by public notice based on characteristics such as population density, tax revenue for local government, percentage of employment in non-agricultural enterprises, and others. Additionally, a governor can specify the Industrial Townships by public notice if he deems it appropriate based on the industrial establishments.
