Glycogenolysis is breakdown of glycogen to glucose. This is process increases the glucose concentration. 

But, insulin is a hypoglycemic hormone which is involved in the decreasing the glucose concentration in the blood.

Insulin acts mainly on hepatocytes and adipocytes (cells of adipose tissue), and enhances cellular glucose. 

As Insulin stimulates conversion of glucose to glycogen (glycogenesis) in the target cells. 

Insulin causes rapid movement of glucose from blood to hepatocytes and adipocytes resulting in decreased blood glucose levels (hypoglycemia).
