Napoleon did not promote democracy in France. However, he served as a good administrator, who made it easier for the smooth functioning of the administration; he also passed the Napoleonic code in 1804. This Code consisted of a set of rules, and it was the main step toward better administration. The laws which were mentioned earlier were conflicting and were abolished by him. And he made new laws in place of those conflicting laws. This code led to a vast improvement in the administration, and transportation facilities and this code was also implemented in all the regions which came under the influence of the French. However, he did not promote democracy in France.
