The Balkan Problem also consisted of the regions which are under the control of the Ottoman Empire. The Balkans was a region between the Black Sea and the Arabian Sea. A large part of the Balkans was under Ottoman Turks. In the 19th century, the Balkans was weakening due to the Ottoman Empire.
