The First World War brought about a new political and economic environment. It resulted in a significant rise in defence spending, which was paid for by war loans and rising taxes, including higher customs fees and the introduction of an income tax. Alongside this, an influenza outbreak occurred. According to the 1921 census, famines and pestilence claimed the lives of 12 to 13 million people. After the war, people hoped their problems would be resolved. But it did not come to that. The Rowlatt Act, passed by the British government, allowed the police broad authority to detain anyone for any reason. The Act was intended to stifle the nation's growing nationalist resurgence. Hence, Gandhi exhorted the populace to engage in "Satyagraha", or protest, against oppression.
