The decision-making process in democratic countries works based on norms and procedures. Every norm and practice should be followed effectively. For example, in India, when a bill comes to the table of the House, the Lower House discusses the bill and puts a vote. After passing through the majority, the bill is transferred to the Upper House. The Upper House also debates the bill and hands it by the majority. The bill is then put before the President for getting permission. Only after all these does a bill become an Act in Parliament. This delay is a significant inconvenience for all people concerned.
