The creation of linguistic states was the first and the major test faced by the Central government.
In the 1920s, the Indian National Congress promised provinces for each linguistic group. But after Independence, it realised that it was impossible to do so without breaking the country into fragments. Nevertheless, linguistic groups started to protest for their states. The strongest of such protests came from the Madras Presidency. Patti Sriramulu went on a hunger strike for the demand of an Andhra state. After his death, protests blazed and finally, on 1st October 1953, the state of Andhra Pradesh came into existence. After protests from other linguistic groups, a state reorganisation commission was set up, which gave its report in 1956.
