Prime Minister Jawaharlal Nehru and Deputy Prime Minister Vallabhbhai Patel were reluctant to establish linguistic states. After the Partition, Nehru said disruption tendencies had come into force; the nation had to be strong and united to check them. The fact that the Congress leaders would now break their promise caused enormous disappointment. Kannada, Malayalam, and Marathi speakers had all hoped for their state. However, the most vocal complaints came from the Telugu-speaking parts of what was the Madras Presidency. When Nehru travelled there to campaign for the 1952 general elections, he was welcomed with black flags and slogans demanding Andhra.
