Dry HCl gas doesn't contain hydronium ions so it doesn’t change the colour of a dry blue litmus paper.
The acidic nature of the solution is described by the presence of hydrogen/hydronium ions in it. Hydronium ion is absent in dry HCl gas. Due to the absence of hydronium ion in dry HCl gas, it does not act as an acid. As it does not behave as acid, when blue litmus paper is treated with dry HClgas, the colour is not changed to red as it does not possess the properties of an acid.
