Detailed Solution

Badruddin Tayabji was a moderate leader of Congress.
In December 1885, 72 representatives from throughout the nation gathered in Bombay to form the Indian National Congress. Early leaders from Bombay and Calcutta included Dadabhai Naoroji, Pherozeshah Mehta Badruddin Tyabji, W.C. Bonnerji, Surendranath Banerji, Romesh Chandra Dutt, and S. Subramania Iyer. Congress adopted "moderate" goals and practices in its first twenty years of working. During this time, the Indians needed a stronger voice in the government and administration. Therefore, it called for the appointment of Indians to good positions in the government.
