concept - For the conduction of electricity, free electrons are needed. In general, non-metals are considered to be poor conductors of electricity.
Carbon is the only non-metal which conducts electricity in the form of Graphite. It has a layered structure in which carbons are arranged in hexagonal rings. These layers are held together by weaker forces.
Each carbon atom has one non-bonded electron which is delocalized between the layers of Graphite. Due to the delocalization of these pi-electron clouds present all over the substance graphite is a very good conductor of electricity.
Therefore, graphite (Carbon) will conduct electricity.
