The total number of electrons in NO2 is 23 and in ClO2 is 33. As both have an odd number of electrons, thereby they have unpaired electrons and show paramagnetic behavior.

There is an odd electron in NO2, therefore it is combined with another molecule of NO2 and forms a dimer, N2O4. There is one odd electron in ClO2 but due to having vacant orbitals of Cl, this odd electron delocalize in these vacant orbitals and is not available for dimerization.

Hybridization of N in NO2 is sp2 and hybridization of Cl in ClO2 is also sp2. They suppose to have a trigonal planar structure, but due to having lone pair of electrons and an odd electron, they have a bent shape.
