The electric field created by the charged sphere near to its surface is $E = \frac{Kq}{r^2}=\frac{9\times {10}^9}{{10}^{-4 }}=9\times {10}^{13}V/m$

The electric field is much higher than the dielectric constant of air $3\times {10}^6\mathrm{V}/\mathrm{m}$  as a result the air becomes conducting in nature and the electrons from the surface of the sphere start flowing out of the sphere into the air .
