The electric field created by the charged sphere near to its surface is E = Kqr2=9×10910-4 =9×1013V/m

The electric field is much higher than the dielectric constant of air 3×106V/m  as a result the air becomes conducting in nature and the electrons from the surface of the sphere start flowing out of the sphere into the air .
