There are two major ways of forming federations namely ‘coming together’ federations and ‘holding together’ federations. In the latter, a large country divides its power between constituent states and the national government. Power is devolved from the Central government to the governments of the constituent units to ensure representation for various groups and regions in the decision-making process.
