On March 5, 1931, Gandhi entered into a pact with Irwin. In this, Gandhiji agreed to participate in a round table conference, which Congress first boycotted. The government agreed to release the political prisoners. Gandhiji went to London in December 1931, but he returned disappointed because of the breakdown of negotiations. When he returned to India, the situation was so critical that Congress was declared illegal. Jawaharlal Nehru and Ghaffar Khan were both in prison. After that, Mahatma Gandhi launched the civil disobedience movement, but it all went in vain after a year and lost its momentum.
