Recognising the need for a local administrative unit, the Constitution was amended in 1992 to set up and strengthen the third tier of democracy. Like the other two tiers, the third tier was also formed through democratic elections. The respective State Election Commissions conducted the elections. To ensure fair and diverse representation, local government bodies reserved seats for Scheduled Castes, Scheduled Tribes, other Backwards Communities, and women. At least one-third of seats are reserved for women. The local governing bodies don't exist as mere agencies of state governments. The State is constitutionally required to share power and revenue with them.
