Declared France a republic was not a feature of the Constitution of 1791.
The National Assembly, consisting of the Third Estate representatives to the Estates General of 1789, successfully drafted a Constitution in 1791. The Constitution adopted constitutional monarchy as the form of government which denoted that the king would be retained, but the sovereignty ultimately resided in the hands of the people. The king's legislative and judicial powers were assigned to the National Assembly and the judiciary. Only the executive powers were granted to the monarch. The Constitution began with a fundamental document, the Declaration of the Rights of Man and Citizen. It also distinguished between active and passive citizens, with only the former being allowed to vote, whereas women were classified as passive citizens.
