Dissuading Muslims from supporting Congress was not an objective of the Muslim League. The League was founded by a group of Muslims to advocate for the needs of Indian Muslims. In 1906, the All India Muslim League was created in Dacca by a group of Muslim landlords and nawabs. The League supported the Bengal division. It demanded Muslim-only elections, and the government complied in 1909. Muslims who Muslim voters elect currently hold some of the council seats. As a result, politicians were driven to gain support by favouring their religious institutions. Nevertheless, the League remained devoted to the British government to garner their support and deter Muslims from joining the Congress.
