Detailed Solution

The creation of an independent Tamil Eelam was not one of the initial demands of the Sri Lankan Tamils. They had initially demanded equal respect and reversal of the many majoritarian policies introduced by the majoritarian Sinhala government to appease the majority Sinhala community. Many political groups emerged by the 1980s, demanding an independent Tamil state in Sri Lanka. However, this demand was not their initial calling.
The Sri Lankan Tamils initiated movements and parties for the declaration of the Tamil language as an official language of Sri Lanka. The other reason was establishing regional autonomy and equality of opportunity in the job and educational sector. However, these demands were never paid heed by the government.
Due to inaction by the state, the demand for an independent Tamil state started arising from many political organizations in the 1980s. This political war between the communities soon turned into a massive conflict. This widespread conflict turned into a Civil War.
