Limiting the powers of the king was the primary goal of the constitution in 1791. The partition of the controls and their distribution to the legislative, executive and judicial branches of government led to France becoming a constitutional monarchy. Men were only given the status of active citizens and the right to vote if they paid taxes equivalent to at least three days' worth of labour earnings and were at least 25 years old. Men of a minimum of 25 years of age who paid three days' wage as tax will be granted the status of active citizenship and vote.
