India is a federation based on the division of powers between the central and state governments. According to the Indian Constitution, the country is a Union of States and initially established a two-tier system of government. Thus the state and central governments represent the nation as a two-tier system. The third degree of federalism was then added to the Constitution through municipalities and panchayats. Hence some state powers were delegated to the third tier. However, like every other federation, these different tiers have their jurisdiction. Therefore, India is a federation despite decentralising powers to the local bodies. However, in Srilanka, the country is still governed under a unitary system in which the central government has total control.
