Community government and separate government for Brussels are elements of the Belgium model of power sharing. To ease the tensions brewing amongst the various linguistic communities during the 1950s and 60s, the leaders of Belgium worked out a unique power-sharing arrangement. First, the country shifted to a federal system of government. The central government gave provincial governments certain powers. Second, Brussels had a separate government with equal representation of Dutch and French speakers. This was allowed by the French speakers as they were also provided equal representation in the federal government. The third kind of government, community government, was set up to make decisions regarding matters of culture, education, and language.
