A putting-out arrangement means that the merchant has provided the weaver with the required raw materials and the work of the weaver is to make that raw material into a finished product. This putting-out arrangement is generally followed in most regions of India. In this system, the merchant wields a lot of power. This is because the weaver is dependent on the merchant to receive the raw materials. Apart from this, once the raw material is turned into a finished product, the weaver is again dependent on the merchant to buy the ordered product back from them. In return for their work, the weavers get meager wages.
