Some important parts of the 4R principle are, to utilize waste materials, maintain environmental health, minimize land and water pollution, promote the use of degradable products, and reduce consumption of needless items, etc. It is related to the environment, nothing to do with the economy.

Hence, reducing the economic crisis is not an important part of 4R principle.
