But in the capital city of Brussels, 80% of people speak French while 20% speak Dutch. Thus, in the new power-sharing arrangement, Brussels was given a separate government in which both the communities had equal representation. The central government transferred many powers to the regional governments. The central government should have an equal number of Dutch and French-speaking ministers. Some special laws require the support of most members from each linguistic group.
