Sarkar means subdivisions of Suba.
Subas, which were further divided into Sarkar, Pargana, and Gram, comprised the Mughal empire. The word for a province was subah. Sarkars, or districts, were used to categorize Subahs. Parganas or Mahals were created by the division of Sarkars. There were 12 Subhas at first, but during Akbar's rule, that number was increased to 15. In the Mughal Empire, a province (State) was referred to as a subah. The word is a combination of Persian and Arabic. A subahdar was the title given to the ruler or governor of a Subah; later, the term subedar was used to designate an officer in the Indian Army. The subahs were created by (emperor) Akbar during his administrative reforms in the years 1572–1580; at first, there were 12 subahs, but his conquests increased that number to 15.
