In the third tier of the government of India, the Panchayati Raj system and Municipal Corporations operate as local self-government. The Panchayati Raj institutions were established for the rural areas, whereas the Municipal Corporation was instituted for the urban areas. The Indian Constitution initially provided for a two-tier structure of government. The first tier is the Central Government which is the national government. The second tier is the state government which represents the states. The third tier was added by the 73rd Constitutional Amendment Act of 1992.
