Duma was used for elected consultative Parliament in Russia.
The Tsar permitted the formation of an elected consultative Parliament, or Duma, during the 1905 Revolution. The Russian consultative Parliament was known as the Duma. Within 75 days, the Tsar disbanded the first Duma, and within three months, the second Duma was re-elected. He didn't want his authority called into doubt or his power diminished. He modified the electoral regulations and crammed the third Duma with conservatives. The Duma was closed to liberals and revolutionaries. The working of the Duma drew major flak during World War I. During the war, the Tsar refused to consult any of the Duma's major parties.
