Lord Irwin announced a vague offer of dominion status for India in October 1929. In the famous Nehru report from 1928, Congress initially requested dominion status from the British. The British, however, disregarded this and delayed in responding to it. The Congress was enraged by this and wanted Purna Swaraj or total independence. Then, Lord Irwin—who at the time served as Viceroy of India—tried to appease the Indians by making a hazy promise of dominion status, which the Indians rejected. A resolution requesting total independence was approved.
