In the arrangement of Vienna of 1815, France's Bourbon administration was reestablished to control. France lost the regions that Napoleon had seized, and the region of the Netherlands was laid out in the north. At the same time, Genoa was attached to Piedmont in the south, the new region was considered to Prussia on its western boundary, northern Italy surrendered to Austria, and Russia got a piece of Poland. In contrast, Prussia became a part of Saxony. These changes led to the weakening of the German confederation of 39 states.
