A.O. Hume was a retired British official who played an important part in bringing Indians from the various regions together. From the 1880s there was a need for all Indian organisations for educated Indians. But it was not possible because of the Ilbert bill controversy. In December 1885, 72 delegates from various parts of the country met in Bombay. This caused the formation of the Indian National Congress. The leaders like Surendranath Banerji, Dadabhai Naoroji, Badruddin Tyabji, W.C. Bonnerji, Pherozeshah Mehta, S. Subramania Iyer, Romesh Chandra Dutt were mostly from Bombay and Calcutta. A. O. Hume played an important role in bringing the leaders together from different parts of the country.
