Dalhousie imposed the Doctrine of lapse. The Doctrine of lapse was a policy of annexation of states introduced by Dalhousie when he served as governor-general of India. The Doctrine of lapse applied to those states who did not have a natural heir like Jhansi was annexed in 1854 under the Doctrine of lapse because Peshwa and rani Laxmi bai did not have a son, so they adopted a boy as the heir to the throne of Jhansi  But he was not the natural biological son of Peshwa and Laxmi Bai. Therefore Jhansi was annexed under the Doctrine of Lapse.
