Dutch in Java introduced the Blandongdiensten system.
The need to manage wood for shipbuilding and railways led to the establishment of a Forest Service in Java. In 1882, the island of Java alone exported 280,000 sleepers. All of this, however, required labour to fall the trees, move the logs, and prepare the sleepers. The Dutch originally imposed rents on forest land that was being cultivated, then freed some villages from these charges if they grouped and provided free labour and buffaloes for cutting and transporting timber. The Blandongdiensten System was the name for this system. Forest dwellers were later given small payments instead of rent exemptions, but their right to develop forest land was limited.
