Karnataka and Tamil Nadu were in dispute over the Kaveri River.
Both dams are on the same Kaveri river, which causes conflict. Only by releasing water from the upstream dam in Karnataka the downstream dam in Tamil Nadu can get filled. As a result, neither state has access to as much water as is required for its residents. The result is conflict.
