Bihar and Odisha are the two states of India that continue to be the poorest states.
In 2011, Bihar had the highest poverty ratio of all states and union territories. It was 33.7 per cent. This was followed by the state of Odisha, with a poverty ratio of 32.6 per cent. This means that out of their total population, 33.7 and 32.6 per cent of people in Bihar and Odisha lived below the poverty line. The poverty levels in both states were significantly higher than the national average of 21.9 per cent.
