Detailed Solution

Madras was the only province that had gone through the council elections, while every other province boycotted them because of the Non-Cooperation-Khilafat Movement that began in January 1921. During the Indian Independence movement, Madras was also a prominent and significant province. Even though fierce and ruthless residents ruled it over time, most of the provocations against Britishers were done by the South Indian Kings and tribal heroes. Therefore, even though the Non-Cooperation-Khilafat movement, which began in January 1921, was boycotted by all the provinces except Madras because of the 'Justice Party, which was dominated by non-brahmins, people expected some gain by getting into the council.
