Muhammad Ali Jinnah formed the Khilafat Committee in Bombay.
Ottoman Turkey had been defeated, and the First World War was over. Additionally, there were rumours that the Ottoman emperor, who served as the spiritual leader of the Islamic world, might be subject to a punitive peace pact. In Bombay in March 1919, a Khilafat Committee was established to preserve the Khalifa's temporal authority. Young Muslim leaders like the Ali brothers, Muhammad and Shaukat, started talking with Gandhi about the potential for a coordinated mass movement on the problem. Gandhiji viewed this as a chance to include Muslims in a single national cause. He persuaded other leaders of the necessity of launching a Non-cooperation Movement to support Khilafat and Swaraj at the Congress session in Calcutta in September 1920.
