General Dyer took command after Martial law was imposed in India following hartal due to the Rowlatt Act.
In 1919, Gandhiji decided to start a statewide Satyagraha in opposition to the Rowlatt Act. Moreover, it granted the government authority to suppress political activity and permitted the two-year imprisonment of political detainees without charge. Mahatma Gandhi called for nonviolent civil disobedience, beginning with a hartal. Hence, numerous cities organised rallies; railroad workshop workers went on strike; businesses shuttered. However, the British government chose to crack down on nationalists. On April 10, Amritsar police opened fire on a peaceful demonstration, setting off a wave of attacks on banks, post offices, and train stations. General Dyer assumed command once martial law was enacted.
