The Viceroy Irwin announced the offer of dominion status for India in 1929. After the Simon Commission was strongly opposed by Indians in 1928 Britishers had an official conversation with Moti Lal Nehru, who had to submit a report. Then a debate among Indians happened about what was their goal dominion status or complete Indian. Because Irwin was aware that now India starts demanding complete independence, he decided to announce a vague offer of dominion status so Indians get distracted from complete independence.
