General Dyer assumed authority when martial law was imposed in Amritsar in 1919.
General Dyer passed an act known as "Martial Law" after police attacked a peaceful procession in Amritsar. His act states that no organisation or meeting can consist of more than two people. This act aimed to thwart the organised uprising against the ruling elite and end the nationalist uprising against the Rowlatt Act. But the  Act led to the Jallianwala massacre when General Dyer ordered to fire against the multitude of people gathered in Jallianwala Bagh/Park. Hence the Rowlatt Act was also known as the "black act" due to this tragic incident.
