Samanta collected taxes from the 8th century onwards. A Samanta (or a zamindar of later times) built a fortified palace in or near the towns. They charged taxes on articles traded by artisans and merchants. The Samanta was tasked with five tasks, according to the Harshacharitra. They were :
Paying the emperor yearly tribute.
Presenting the emperor with a personal tribute.
Defeated Samantas were required to present their sons and young princes to the monarch in order for them to be raised according to imperial customs and develop a sense of loyalty to the emperor.
Provide the emperor with military support.
In times of peace, carry out administrative and judicial duties.
