Thomas Macaulay considered India as an uncivilised country that needed to be civilised.
The 1830s witnessed an increase in opposition and criticism of the Orientalists. Thomas Babington Macaulay was one of these critics who expressed considerably and had the most influence at the time. However, Thomas Babington believed India was an undeveloped, primitive country requiring civilisation. In his opinion, no branch of Eastern knowledge could compare to what England had produced. According to Macaulay, "A single shelf of a decent European library was worth the entire native literature of India and Arabia." Hence he urged the British government in India to refrain from wasting tax funds to support Oriental studies since they were useless.
