CR Das formed the Swaraj Party. He was supported by Motilal Nehru. When the Non-Cooperation Movement failed to achieve swaraj, many leaders within the Indian National Congress wanted to try some other route. One of them was to enter the legislative council and disrupt their work. But at this time, Congress was not in the mood for the split because the Surat split of 1907 had devastated them. They considered it important to oppose British policies within the councils and argue for reforms. Thus, the Swaraj Party was formed within Congress and went ahead with council elections.
