Motilal Nehru and C.R. Das formed the Swaraj party. They felt that instead of mass agitation, the leaders within Congress had to participate in provincial council elections per the Government of India Act of 1919. This would allow them to oppose British policies from within the council. Thus, the Swaraj Party was formed in 1923. However, Jawaharlal Nehru and Subhas Chandra Bose argued that mass agitation was the key to gaining complete independence from the British.
