A sizable portion of Muslims did not participate in the Civil Disobedience Movement. The Muslim community became estranged from the Congress as a result of the failure of the Khilafat and Non-Cooperation Movements. And they felt cut off from Congress. The Congress started to have a stronger relationship with Hindu religious nationalist organizations like Hindu Mahasabha during the middle of the 1920s. Apart from this, the fictitious efforts of Muslim League also made Muslims to stay away from the movement.
