Thomas Munro developed the Munro system. The new system developed by Captain Alexander Read was known as the ryotwari (or ryotwari). He tried it on a small scale in some areas taken over by the Company after the Anglo-Mysore wars. This system was later developed by Thomas Munro and spread throughout South India.
Read and Munro believed there were no traditional zamindars in the south. They argued that the settlement should be made directly with the cultivators (ryots) who had tilled the land for generations. Before the revenue assessment, their fields had to be carefully and separately surveyed.
