Only men above 25 paying taxes regularly had the right to vote in France.
The Constitution of 1791 gave the National Assembly, indirectly elected, the power to pass laws. In other words, the electors who the voters chose the Assembly. Not every citizen, however, was granted the right to vote. Only men over 25 who paid taxes that were at least equal to three days of a worker's income were awarded the status of active citizens, which included the right to vote. All women and the remaining men were categorised as passive citizens. A guy had to fall under the highest tax category to be eligible to vote and afterwards to serve as an Assembly member.
