Detailed Solution

The Union Government  has the power to legislate on the ‘residuary subject’.
The Constitution of India refers to residuary topics as those not included in the Union or state lists. According to the seventh schedule of the Indian Constitution, functions and powers are divided between the states and the Union. Residuary subjects are things that don't fit into any of the three categories above. Residuary powers refer to the authority to enact laws on various topics. The parliament has the authority to pass any law about any issue not covered by the concurrent or state list. Our constitution grants the Union Government the power to enact legislation on the remaining issues.
