The central government has the special power of administering the Union Territories in India. Unlike the states, which have their own elected governments, Union Territories are ruled directly by the central government (union government), hence the name 'Union Territory'. Union Territories in India qualify as federal territories by definition. Lieutenant Governor is an administrator of the region who is the representative of the President of India, and the central government appoints them. Delhi and Puducherry are the only two Union Territories that have a legislature and are governed by a Lieutenant Governor.
